2003 Micra Passenger Seat Folding Fault

Hi all, just looking at a 2003 Micra (K12?) to buy. Passenger seat (3 door) won't fold forwards, lever feels loose as though not attached to cable or snapped. 

Is this a common issue and if so any advice on how to fix?
